Cem Ozturk

Regional Managing Director and Co-Head of APAC

Cem Ozturk is a Regional Managing Director and Co-Head of Asia Pacific region in the Investigations, Diligence and Compliance practice, based in Sydney.

Cem provides global investigative support to clients across the Asia Pacific region. He is particularly experienced in the delivery of detailed intelligence assessments, support of fraud and corruption investigations, dispute advisory, and coordination of global asset searches. He has supported government clients in some of the largest corruption investigations in Southeast Asia over the last decade and private clients in disputes with sovereign counterparties.

Originally from the U.S., Cem has over 20 years of experience across the Asia Pacific. This includes eight years in Southeast Asia, leading Kroll’s rapid operational development in Indonesia and Myanmar, ultimately serving as the operational leader for the Singapore office. It also includes the establishment of Kroll’s first Australia office in Sydney and leading its growth to become one of the largest and most capable investigative teams in the region.

Prior to joining Kroll, Cem worked in six Asia Pacific economies, including India, Thailand, Japan and Korea. In addition to nonprofit and NGO work, he has produced publications for Japanese, Australian and international media focusing on Asian trade and investment, and human rights issues.

Cem has directed hundreds of bespoke intelligence projects across the Asia Pacific. He provides exceptionally nuanced, fieldwork-driven research on emerging and frontier markets, especially on issues pertaining to supply chains, illicit trade, and the intersection between business and organized crime. He has considerable experience providing pre- and post-transactional due diligence support to clients in developed markets, as well as research into sanctions exposure, regulatory risks, ESG related risks, IP theft, conflicts of interest and other issues.

Cem has considerable experience working on fraud and corruption issues, including complex fraud matters for some of Southeast Asia’s largest state-owned enterprises (SOE) and conglomerates.

Cem has been heavily involved in Kroll’s gaming and casino related investigations and monitorships, including the Independent Monitorship of Crown Casino Sydney, and a host of other matters.

Cem holds a degree in M.S., International Political Economy from S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University in Singapore. He also holds a B.A. degree in Foreign Affairs from the University of Virginia.
